This article sets out the procedures for making nominations for election to NIPSA’s General Council for the 2021-22 year i.e. the new General Council takes office immediately after NIPSA’s Annual Conference in June 2021. Branches need to take immediate action to ensure nominations comply with the deadline of 15 January 2021.

In January/February 2021 members of the General Council will be elected by an individual ballot of all ordinary members. The elections for President, Vice-President and Honorary Treasurer will be held at NIPSA’s 2021 Annual Conference from among those elected to the General Council following the individual ballot.

A copy of the regulations for the election of the General Council is available to download below. Your Branch Committee should consider carefully these regulations and I would draw your attention to the following points:

Nominations for the General Council can be made only by NIPSA Branches and at properly convened general meetings of your Branch.

Nominations must be made on Form 2A also available to download below, which must be signed by the Branch Chairperson and another Officer of your Branch.

Each candidate must signify their consent to their nomination. It is important that Branches obtain this signature as NIPSA Headquarters cannot follow up incomplete forms.

For each candidate I should receive details on the nomination form of the nominee’s name (forename in full), gender, address, grade, NIPSA Branch number and signature of consent to act if elected.

Completed nomination forms must reach me by 2.00pm on 15 January 2021.

An election address of up to 100 words may be submitted by candidates for election to the General Council. Election addresses must be submitted using Form 2B available to download below in either Word or PDF and can be emailed along with the nomination form or be sent separately by the candidate.

In order to assist Headquarters in compiling the election address booklet a facility has been set up to allow candidates to submit an election address electronically.

Completed election addresses must reach me by 2.00pm on 15 January 2021.

The election will be independently supervised by Civica Election Services (formerly known as Electoral Reform Services).

All information received will be treated in accordance with our Data Protection Policy. This and the Privacy Notice it contains can be accessed on our website.

Please make immediate arrangements for your Branch to hold a meeting to decide on its nominations and in good time for your Branch and your candidates to have all the necessary papers with me by 2.00pm on 15 January 2021.

 

Amendment to the Election Regulations due to Covid 19

In light of the Covid 19 restrictions coming into force at 00.01 on 8 January 2021 the General Council met yesterday and agreed, in line with the powers conferred on them in Rule 6.31 of the NIPSA Rule Book, to amend the following Election Regulations. This is to provide, in these very exceptional circumstances, the opportunity to ensure that the Covid 19 restrictions on stay at home does not unnecessarily impede on branches being able to submit their nominations and candidates’ election addresses by the closing date of 2pm on Friday 15 January 2021. The following amendments to the regulations are set out in red below.

Nominations
7. All nominations must be sent in writing to the General Secretary at Harkin House, 54 Wellington Park, Belfast BT9 6DP.
  (For clarity, given the Covid 19 restrictions in place from 00.01 on 8 January 2021 branches may submit the nomination form by email).
8. Rule 6.36 states that nominees must give their consent for their nomination to be valid.
  (For clarity, given the Covid 19 restrictions in place from 00.01 on 8 January 2021 either a scanned signature or a typed ‘signature’ will be accepted).
10. A nomination will only be valid if made on the official nomination paper with a certificate signed by the Branch Chairperson (or in the case of absence) by another Branch Officer that the rule relating to the holding of Branch meetings had been complied with and giving the date and place of the meeting held.

  Any branch who have already submitted their nominations by post these will be dealt with in the normal manner.

If you don’t already have a copy of Acrobat Reader installed it is available here as a secure free download from the Adobe website.

In PDF Form 2b you can also format your election address with the Form Field Text Properties Tool bar. With your text selected press Ctrl E (Windows) or Command E (Mac) to bring up the toolbar.

You can format text alignment, font weight and underline. You can add bullet points in the form field by typing Alt 0149 (Windows) or Option Shift 8 (Mac).

To sign you can just type in your name or use the Signature tool as described in the tutorial.

You can still use the Microsoft Word version of Form 2b.
