NIPSA expresses deep concern and disappointment at the announcement by Sport NI regarding the closure and Strategic Review of Tollymore National Outdoor Centre (TNOC). The union strongly challenges the narrative presented by Sport NI, which fails to acknowledge the long-standing structural issues in funding, governance, and strategic oversight that have contributed to the current situation.
While the damage caused by Storm Eowyn earlier this year was undeniably severe, NIPSA believes it is disingenuous to suggest that this alone justifies the closure and redundancy of dedicated staff. The financial challenges cited by Sport Ni are not new, and the Centre's operating model in our view has long been undermined by a lack of strategic investment and vision.
NIPSA is particularly concerned by the comments made by the Interim Chief Executive, which appear to deflect responsibility from those in positions of authority. The assertion that TNOC is "significantly under-utilised" ignores the fact that utilisation has been constrained by underfunding, staffing limitations, and a failure to modernise the Centre's offerings in line with sector needs.
Alan Law, Assistant Secretary - NIPSA, stated:
"NIPSA met with the Chairperson of the Sport NI Board and the Interim Chief Executive on Monday (28th July) to raise concerns about some serious matters affecting industrial relations. We also expressed our disappointment at the decision to not re-open the Centre. The Health and Safety audit relied upon to justify this decision relates to benchmarking TNOC against standards which in our view are not required and are out with industry expectations. It is also noted that the same report highlights significant failings, including but not limited to ensure that a competent Health and Safety Officer is employed as required by law, as the previous postholder has left and not been replaced.
The announcement of redundancies is a devastating blow to the dedicated staff who have served TNOC and the wider outdoor community with distinction. These individuals have been instrumental in delivering high-quality training, education, and outdoor experiences across Northern Ireland. Their loss will be felt deeply within the sector."
NIPSA calls for:
Immediate suspension of redundancy consultations pending a full and transparent review of alternative options.
Publication of the financial and strategic rationale underpinning the closure decision.
Independent scrutiny of Sport Ni's governance arrangements.
A commitment to meaningful engagement with staff and unions throughout the Strategic Review process.
TNOC is a national asset with unique facilities and a proud legacy. Its future should not be determined by short-term financial metrics or leadership failures. NIPSA remains committed to defending the interests of its members and the integrity of Northern Ireland's outdoor sector.
