NIPSA's Health Central Panel met on the 16 October 2024 to discuss pay for the 2024/25 and expressed deep concern and disappointment that no offer has yet been made to health workers. This delay leaves us nearly a year behind other parts of the UK and the NHS, with the issue of pay parity still unresolved despite previous commitments.

Local representatives and shop stewards across all health employers were briefed on the outcomes of a recent meeting with Health Minister Mike Nesbitt. Unfortunately, there was no positive news. While the Minister reaffirmed his desire for the 5.5% uplift recommended by the Pay Review Body to be implemented, he confirmed that full funding is yet to be secured. The Executive awaits the UK budget announcement at the end of October.

The Panel has agreed that there should be no further delay beyond the scheduled November meeting with Minister Nesbitt.

In the meantime, our Health Central Panel, fully aware of the growing frustration among members, has made the following decision:

There will be no cooperation with ongoing engagement on transformation plans. Our members are clear that strategic changes must not be introduced or advanced without their full involvement. Any attempt to impose such changes without agreement risks serious industrial relations consequences and potential industrial action.
