RE: NJC PAY CLAIM 2024/25


The purpose of this Circular is to confirm that the 2024 NJC Pay Claim has been submitted to Management by the NJC Joint Trade Union Side at the end of February 2024. Please find attached the detail of the pay claim, which provides detailed analysis of NJC pay as compared to other sectors and the erosion of comparable rates of pay during the cost of living crisis. There is also a detailed rationale provided for the claim which consists of: -

  • An increase of at least £3,000 or 10% (whichever is greater) on all spinal column points
    And: -
  • Reviews of the gender, ethnicity and disability pay gaps in local government;
  • A 2-hour reduction in the working week with no detriment;
  • An additional day of annual leave for personal or well-being purposes (with term time only staff also receiving a full day rather than a pro-rata amount that they can use at any time, including term time);
  • A phased approach to reaching a minimum pay rate of £15 per hour in a maximum of two years, if possible.


Also attached is the JTUS JNC Pay Claim for 2024/25 which has been lodged on behalf of Chief Officers, for your information, as the pay element of the claim seeks an increase which is “no less favourable than the NJC Claim” i.e. 10% or equivalent, as a step towards pay restoration.

The pay claims are applicable from 1 April 2024 and an update will be provided when any significant developments occur.
