As you know, our online consultative ballot on the recent pay Caption, in response to the JTUS local Pay Claim, closed yesterday. I can confirm that members voted overwhelmingly to accept the full and final pay offer tabled by Management Side, which is attached for ease of reference. This offer was the result many meetings and exchanges with your Employer over the past 10 months and I would like to thank the Central Panel for supporting your negotiating team and providing us with the mandate to work over that time to achieve this result.

I would also like to thank you for ensuring the ballot email went out quickly to your Branch members on Friday of last week and for encouraging members to vote within such a tight timeframe. Two thirds of NIPSA members voted and delivered a resounding 94.4% YES vote to accept the offer, which is a fantastic result for which I would deeply thank NIPSA members across the NIHE.

Posted below is a copy of correspondence between your CEO and myself that signals an end to this dispute and a return to Industrial Relations business as usual. NIPSA will continue our work on our members’ behalf to improve your pay, terms and conditions and I look forward to working with you as a Panel member and with our NIPSA TUS to make that happen.

Please share this with members of your Branch so everyone is aware of the outcome of this particular campaign, and what it means for each member’s pay and annual leave for 2023. A copy of the offer is also available to download from the link at the bottom of the page.

Re: Outcome of NIPSA consultation with members on the NIHE local pay offer

Following NIPSA’s consultation with members on the attached pay offer, tabled by the NIHE in response to the JTUS local Pay Claim lodged in June 2022, I am pleased to confirm that NIPSA members employed by the NIHE have voted by overwhelming majority to accept the attached offer. I understand that Unite has also informed you of the positive outcome of its consultation process.

I can therefore confirm that the JTUS can accept the offer attached. The only documents pertinent to this JTUS pay claim agreement are the offer attached and the letters of acceptance from NIPSA and Unite.

We look forward to further negotiations on the areas that we have all committed to jointly explore, including working hours flexibility and a simplification and enhancement of annual leave provisions across the NIHE.

JTUS Cost of Living Crisis Claim – Full and Final Offer

 

Our full and final offer is below. We have set this out following the structure of the joint local claim.

 

1. Additional SCP for Bands 1-3

One SCP increase to Bands 1 - 3 to be revised as follows from April 2022:

  • Band 1 to become SCPs 2,3,4

  • Band 2 to become SCPs 4,5,6

  • Band 3 to become SCPs 7,8,9

2. A one off cost of living payment for all staff and an additional payment for all staff up to and including Level 5 (or equivalent).

  • All staff will receive a cost of living payment of £1600 gross.
  • All staff Level 1- Level 5 (or equivalent) will receive an additional
  • £400 gross amounting to a total payment of £2000 gross.

 

Note: £400 gross is equivalent to an average additional SCP for Levels 1-3 (or equivalent trades roles).

Note: as with all payments, these will of course be pro-rated as appropriate and net payments will vary depending on individual pay deductions.

3. Annual Leave

  • A one off (non-consolidated) extra annual leave day for the current 2023 leave year for all staff. Note: this is in addition to the consolidated additional annual leave day awarded through the 22/23 national pay award. This will not prejudice further negotiation on annual leave.

4. Mileage Rates

  • Review of mileage rates to be paused, and further discussions to be based on the principles of carbon reduction/sustainable development.
