As members will be acutely aware the previous Health Minister Jim Wells imposed 2014/15 pay on AfC staff. This was as follows:

“1% non-consolidated payment for those staff at the maximum of their pay band. For those in receipt of an increment no pay increase.”

In relation to 2015/16 pay, which was due from 1st April 2015, there has been no formal offer made to NIPSA. NIPSA have been pressing for meaningful negotiations on AfC Pay in the absence of a recommendation being sought from the NHS Pay Review Body.

Given this totally unacceptable position NIPSA, together with the other Staff Side unions had sought a meeting with the Health Minister, Simon Hamilton. This was due to be held on Thursday 17th September 2015, however due to the current political situation and with the Health Minister effectively not being in post this meeting was cancelled. As an alternative NIPSA together with the other Staff Side Trade Unions have sought a meeting with the Finance Minister, Arlene Foster, a meeting is awaited.

This is a totally unacceptable situation and NIPSA has called for the Health Minister to get back to his desk and seek to resolve the matter of pay for hard working health workers who continue to deliver an excellent service despite no or meagre pay increases and cuts to services.
