Members will be aware that NIPSA balloted our members on Pay and Safe Staffing. The result of that ballot provided the mandate for our successful strike action on the 18 December 2019 and the action short of strike action that has been ongoing from 19 December 2019.

I wish to advise that NIPSA are still waiting on a response from the Department of Health (DOH) on a range of questions central to allowing NIPSA to consult with members on pay and safe staffing proposals.


It is NIPSA’s assessment that while the current pay offer contains positive elements for some members it is not the best possible position that can be obtained at this time. 

The current pay offer contains below inflation pay rises in 2020/21 for the majority of health service staff who are at the top point on the pay bands and therefore does not address basic staff retention issues. 

The Planning Committee of Belfast City Council are meeting on Tuesday 11 December 2018 to consider the planning application by Benmore Octopus Healthcare Developments for a Healthcare Facility at the Kings Hall Complex.

NIPSA is opposed to this development and has sought speaking rights.  A lobby will be held from 4.15 pm on Tuesday 11 December 2018 at the back entrance to the City Hall.  Please support this lobby and put pressure on the Planning Committee not to approve this planning application.

Belfast City Council has been urged to review a decision to sign off on the first phase of £100m healthcare facility.  Both NIPSA and the Irish Congress of Trade Unions (ICTU) have said that the planned redevelopment of the Kings Hall site will cause further damage to the already struggling Health Service.
