I am writing to update you further to my previous bulletin dated Friday 11 June 2021. You will be aware that NIPSA and the Health Trade Unions have pressed Trust Employers to advise us how they are planning to progress implementation of Section 269. We have insisted that they issue urgent communications and guidance to their staff under their duty of care to you to ensure that you can process the MCA safely and in line with your and their obligations as registrants, taking account of staff shortages, training issues, emergency provisions and workload issues. We have been advised that a letter and guidance will issue to staff today. We have also asked that they raise all of their concerns with the Northern Ireland Social Care Council and the NMC.
The NIPSA Health Central Panel met on Monday 14 June and discussed all of the information that we had and how it related to our member’s and service user’s/patients safety and staffing. That included discussion on legal and Industrial options, those deliberations are ongoing as we receive and assess more information on the Employers approach. Actions that were agreed are NIPSA have now written to the NI Social Care Council and the Nursing and Midwifery Council, cc’d to the RQIA and Chief Nursing Officer. We have a meeting scheduled to meet the NISCC on 2 July 2021 when we will register our concerns and related impact on our members. We are also planning a regional meeting of our impacted members. Further detail will follow.
