Standing Orders for NIPSA HSC Conference
In order to expedite Conference business, the following recommendations are made:
- Normally, movers of Motions will be allowed 4 minutes; all other speakers should limit their speeches to 3 minutes. This rule will apply throughout Conference. The Chairperson may, at his/her discretion, impose further limits.
- The mover of the Motion shall have the right of reply at the close of debate upon the Motion if anyone has expressed opposition to the Motion. Delegates other than the proposers shall speak only once on any particular Motion.
No one other than a delegate may address Conference unless authorised by the HSC Central Panel.
Speakers must on all occasions confine themselves strictly to the matter under discussion.
- Notice of Emergency Motions shall be submitted in writing to the Standing Orders Committee not later than 12.00 noon on Wednesday 6 October. Standing Orders Committee shall have sole authority to decide whether or not Motions are competent for consideration as matters of urgency. Motions which could have been submitted in time for inclusion on the Agenda will not normally be accepted.
- Branches wishing to move reference back of Standing Orders Report No.1 or any part of it should notify their intention to do so in writing to the Secretary of the HSC Standing Orders Committee, c/o Assistant Secretary, Health, Harkin House, 54 Wellington Park, Belfast BT9 6DP not later than 12.00 noon on Wednesday 6 October 2021.
- If the Chairperson on any question under the Standing Orders, or on point of order or information, shall be final unless challenged by not less than 6 delegates. In the event of a valid challenge, a vote shall be taken. Unless two-thirds of the delegates present and voting support the challenge, the Chairperson’s ruling shall stand.
